There is no difference between a Safety Certificate and a Roadworthy Certificate, both terms are used for the same legal document that is required by the QLD Government when selling a car or transferring ownership.
In Queensland a safety certificate is needed when:
Transferring registration to a new owner
or
When transferring to Queensland registration from another state or territory
or
When re-registering an unregistered vehicle.
Vehicles requiring a safety certificate are:
Cars
Motorcycles
Trailers (including caravans) with an aggregate trailer mass (ATM) between 750kg and 4,500kg.
Any other vehicles up to 4,500kg gross vehicle mass (GVM).

All Safety Certificates are issued via ICO which will be emailed to you in PDF format. This means that Transport has direct access to the inspection on their systems. If ICO is down for some reason our inspector will issue you a paper copy of the inspection however you will have to go into Transport to transfer the vehicle.
Online Certificates eliminate any unnecessary paperwork from the registration transfer process.
Any vehicle with a valid QLD registration can be transferred between owners online without having to visit a TMR branch.

If our inspector deems your vehicle un-roadworthy you will be issued a repair notice that gives you 14 days from the first inspection date to complete any repairs.
You will not be charged the full inspection fee, however you may be charged a small call out fee to sign off the second inspection.

We often carry out inspections unattended so you may be able to leave the keys in a disclosed location to allow us access to the vehicle.
In the case of pre purchase inspections we understand that you will not be there however we need the seller to be aware that we are coming to inspect the vehicle on behalf of you at a time and place that suits them. If you would like us to contact the seller and arrange this with them saving you from being the middle man please get the seller to contact us to organise this.

Vehicles that are unregistered or are traded to, or between, licensed motor dealers do not need a safety certificate. Vehicles can still be sold for parts, but they must be de-registered before being sold.

Yes, we are still able to carry out the inspection and issue the RWC.
There are certain guidelines between which vehicles can be modified for road use. Some minor modifications do not require additional certification to be deemed road legal, whilst others require a QLD modification plate to be attached to the vehicle along with the certification of modifications.
A modification plate and its certification can only be issued by a licensed person.

If your vehicle does not meet the minimum safety requirement set by TMR, YES you are still required to pay.
